Guterres expressed great worry, citing the latest UNFCCC report, which reveals a year-long stasis in global climate ambition. He pointed out the disturbing disparity between national climate plans and scientific recommendations, noting the increased threat of climate chaos illustrated by growing floods, fires, and droughts around the world.

The United Nations Framework Convention on Climate Change has set a target of a 45% reduction in global greenhouse gas emissions by the end of the decade in order to limit temperature rise to 1.5 degrees Celsius. Surprisingly, the research expects a 9% increase in emissions, requiring an urgent acceleration of net zero deadlines. Guterres asked wealthy countries to attain net zero emissions by 2040 and emerging economies to achieve net zero by 2050, along with increased investments in renewable energy and phasing out the use of fossil fuels.

Rebuilding trust is mentioned as an important aspect, with Guterres stressing the importance of developed countries meeting their financial commitments. At COP28, he urged a paradigm shift, emphasizing that incremental progress is insufficient.
